I suggested almost exactly that many moons ago. It's a ruleset that could work. The problem is nobody is steering this ship anymore. And everyone's attention span is so short now nobody wants to read more than 2 sentences. From the sounds of it, Project Quarm is using a similar idea for their PVP anyway. Here, take a gander... it's good toilet reading material.
