I think getting on a raid bosses agro list should flag you for pvp for 1 month.
Just let the top teir people do pvp and
actually compete for raid targets, and let the rest of the people group up and get to the top tier safely without top tier people on their twinkled alts and literal psychopaths terrorizing new players.
