Welcome to p99! You cannot 'click' dialogue here. That is a later feature added well past the 2001 timeline which we are permanently stuck in.
You must reply in /say with proper dialogue to get an appropriate response from the npc. I believe the quest you were trying to do is this here,

If you are looking for something that goes past velious, p99 is not the place for you. We are stuck here
for life until another server launches which will then proceed to do it all over again from classic to velious over a 2 year-ish period.
