But in Project 1999 the highest skull cap you get is level 8 and it's for the 29th Circle from that An Iksar Hermit guy. Why did they choose 29th Circle?

It was also used to refer to spell 'circles', meaning the levels you get spells at. So 29th Circle would also mean the 8th 'circle' of spells.
