Dude I'll play with you on Blue - I have a few characters around those levels - give or take, and would love to have a leveling buddy because soloing is a bummer.
These dudes are kind of correct, sadly: Blue doesn't see a ton of leveling any more - just someone's 47th alt or whatever (myself included), and very little grouping, especially in the lower levels. I don't play on Green myself, for basically the same reason you stated, but, from what I hear, you'll have a much smoother time finding groups and leveling buddies over there.
Sometimes you can get lucky on Blue and catch a Crushbone group at your level, an Unrest group in your teens through your 20's/30's, a Mistmoore group in your 30's. When you get to lvl 40ish it'll be easier to find groups. City of Mist in your 40's and a Karnor's Castle group or a Velketor's Lab group in your 50's. You'll have to get comfortable with soloing in between those groups when the population is low. With some exceptions, it really is limited to just those zones for the most part.
There are a few pretty cool casual leveling guilds on Blue you could join as well: Misfits of Marr is one of my favorites - they do some really cool stuff with their leveling toons. Castle is good too. I don't know a lot about Friendly Druids, but they seem to be a good one for casual leveling as well. I'm sure there's more. Being in a guild makes it easier to find groups and/or form your own.
