As I mentioned in PMs, that deletion
seems to be an error (but I haven't checked in-game).
As for the original question,
https://wiki.project1999.com/Neriak_Starting_Guide would be the place to look ... except that (back when we did the drive to fill out the starting city guides), whoever did Neriak never got around to filling out the quest section.
If you wanted to help improve that page,
https://wiki.project1999.com/Neriak lists all the quests in Neriak (in three seperate tables, one for each zone). If you sort them by starting level you should have a clear set of "newbie quests" for dark elves.
