I can’t jump inside other people’s heads but I believe the prevailing thought on that side is that the charges are either trumped up or fake (beyond entry which they don’t see as a crime)

Well the problem is that they have extensive criminal records in the countries they fled, so there really isn't ambiguity when it comes to an obvious pattern of high criminality for the high profile cases like garcia.
That's kind of beside the point though; hulk dropped an N bomb, he didn't run drugs and traffic desperate women.
