I guess it was added post kunark or the rod of annihilation would have never made any sense? I get now why the velium crystal staff is worth that much. Only real viable early options for casters would be sarnak backstabber/di'zok scepter of authority.
PWC and deathbringer also sucks until 20 for priests. GCM is pretty much your best bet for a starter on a budget.

Different devs work on different parts, not all are intimately familiar with what everyone else does - ergo item devs end up making items which don't really make sense from a mechanics nor lore perspective. It does make sense from an awesome number go up perspective. Even if it doesn't actually make your number go up. Give it to a low level pet instead :P
