Yes, that's true. But again, when everyone else doesnt get "mass bullied" (and I'm having to bite my tongue to even write that in the context of DSM), and one kid gets "bullied" everywhere they go ... not just to school and after school activities, but on the bus or even just walking down the street ... that's not normal bullying.
Something like that would only make sense if (say) the kid was flicking the earlobes of everyone he passed by. Now maybe the kid's only doing that because he's abused at home and needs some love: I'm not saying he's actually
to blame in any kind of moral sense ... but he is clearly the common denominator responsible for the pattern.
