I think the value of str largely depends on how fastiduous you may be in visiting vendors to dump trash.
If you go super often and never get encumbered it loses a lot of value. If you go super rarely and get little value out of trash loot it loses a lot of value.
If you go frequently and are limited to what you can carry by str then that is the sweet spot - you'll often be getting an extra 20pp (four fine steel weapons) of loot, which isn't a lot, but it will add up if you do it fairly frequently.
With rangers having sneak/harmony they can be quite aggresive shoppers, selling pretty much anywhere.
