He has slim majority and he knows that. Passing anything of substance could just be opposed by high level executive of a business making him look weaker.
Orange man would be better off arguing that he is just trying to bring the high performance management to the federal government (LoL, not keta up Elon).. it is rule one of a power grab, --you never want it to look like a power grab.
