No one this was a terrible accident. You can
maybe blame the tower operators, or the pilots. If anyone is at fault it's likely the tower operators. The pilot made a pilot mistake not noticing two lights in the night. Maybed they weren't supposed to be wearing night vision, that's been floated but that's about it.
