Oops. You're right. I had to switch UI's to move a window and forgot to change back. However, it does the same thing with the Velious UI, as you can see here:

Does what you're suggesting below also apply to the Velious UI?

Looking at the screenshot this looks like the default UI. If you want to try the Velious UI, you can do /load in game and change to it and see if you like it better.
Heres how you would edit the colors of the buttons. You'll need to open/edit the EQUI_HotButtonWnd.xml file located in the UI folder, which for default would be in EverQuest\uifiles\default
Each button has a color code so you'll have to do this for all 10 buttons. Default UI colors are set to 0/0/0 which is black. You can change them to 255/255/255 if you want them to be white.
