Why do authorities always let the public know when a terrorist "acted alone"? Why is that important? And what does it even mean to say they acted alone, if while acting alone they declare loyalty to other terrorists who do the exact same things, for the exact same reasons?

If Jeremy Irons had acted alone in Die Hard 3 he wouldn't have gotten very far at all, despite the gu-gu-gu-gullibility of the New York Police Department.
