For monks? Yeah they get primary hand triple attack which throws a big bone to 2handers. I wouldn't be surprised at all to see some of the end-ish game but not top tier 2handers perform shockingly well to gharns/FoN.
But it worth repeating ... there are only 2 ranger usable weapons in the game during Velious that are in the same tier ratio-wise as BiS dual wield. Are we not to compare apples to apples?

My point has always been 1h is not always outclassed by by 2h. BiS 1h Ranger weapons are probably going to outparse all 2h Ranger weapons except Cek Sword and Shovel looking at Snaggles data for Rangers. There is no problem with saying that. It's good information to know for people who get their 1h raid weapons first. People need to parse other weapons so they can be properly informed.
You are simply trying to force your definition of "tiers" into the conversation so you can cherry pick which weapons support your point.
Your tier system is not always correct anyway. If you assume IFS and Epic Fist+ SoS are in the same "tier", then I have proof showing at level 52 Epic Fist + SoS outparses IFS without fistweaving. So your tier system doesn't support your position in all cases anyway, at least when looking at levels below 60.
