DPS will vary by target. The Frostwrath is ok but mainly shines when the DD lands (blue cons, susceptible target) and you have a string of proc luck. The Soul Defiler is a better raw ratio but is about on par with a Reaver.
I’d get a ToV or similar 2h. For a budget buy the Rocksmasher is great. If you have 41% haste elsewhere other options are out there. The only time I use a 1h/shield is when I’m tanking and wanting to look like a try-hard.
