Setting the CPU ratio to 41 does fix this issue for me as well. I was annoyed about having to slow my CPU down just to play EQ, as I do a lot of other things with my PC. So I experimented with setting up a virtual machine, and slowing the CPU down in the settings there. What I have found works is:

Oracle VirtualBox 6.1.50 (anything >7 seems to have an issue rendering EQ)
Windows 7 Ultimate (64-bit) (XP did not work for me, other flavours of 7 may work)

VM Settings:

Base Memory: 4096MB
1 CPU Core
Execution Cap: 87% (Maths out to roughly 41 CPU ratio w/ my CPU)
Minimal Paravirtualization
PAE/NX Enabled

Video Memory: 256MB
Graphics Controller: VBoxSVGA
3D Acceleration Enabled

You will need to install the VirtualBox Guest Additions inside your VM as well. I had issues with some screen resolutions, but 1280x1024 works fine.

If anyone wants to try this as well, make sure the Execution Cap setting is set correctly for the speed of your CPU. Mine is 4.7GHz, with a base clock of 0.1GHz, giving it a base scale of 47. With a target scale of 41: 41/47 = 87% execution cap (approx). 100% Execution Cap gives me the same error 1017. The rest of my specs are below:

CPU: AMD Ryzen 5 7600X 6-Core (4.70 GHz)
Ram: 48GB DDR5 3600
GPU: Geforce RTX 3080 Ti
