However, what you described doesn't

That's what, two or three camps worth of mobs? I'm no GM, but that just sounds like a person doing a few camps when no one else is there; no harm in that.
So what do you do? Just talk to the guy: P99's rules are all about sharing, and since Mistmoore
counts as a dungeon zone, that means a small group of NPCs in line of site of each other count as a camp. Once you ask, the other player is obligated to pick their favorite camp to keep. After that, you get to pick one camp, and then the rest are free for all.
Of course, the simpler option is to just go to a different camp, but if you don't want to, just talk to the other player.
