This is a relative non-issue on p99. Across 8 players to level 60 and a 9th now in the 50s I can honestly say I have never run into this issue? 2 high level farmers competing for low level trash and being dicks about it? Sure … but not the type of situation described by the OP.
Sounds like you ran into an asshole. If so, name and shame or be done with it.
