What he's implying is that if people are allowed to speak, they'll naturally come to antisemitic conclusions; it's called a tacit admission.

Kinda of like how if you closed people in a room long enough with tons of right triangles of different lengths and widths, they'd eventually come to formulate some other mathematical theorem, with consensus, than the Pythagorean Theorem that sternly opposes the truth of the Pythagorean Theorem.
