To some degree it can by developing things like stability muscles. But strength usually = size....and more tissue, whether that's fat or muscle, requires more oxygen
Considering he one time placed top 10% in a marathon, but while talking about cardio and walking at about a 4mph pace was now out of breath, I wonder how much his cardio performance suffered by putting on 100+ lbs of mostly muscle but fat as well from his marathon days
