The US will never fund enough treatment to undo half of the brain damage done during this really really bad drug epidemic of a decade+.
That's not a political point either. Junkies moved to Portland like flies to shit, that's Portland's stupidity but junkies gonna junkie.
Whose fault is the drug addict? Themselves. It's their addiction. Can they be helped? Some. Are these people often outright neurologically be-dwarved? Yes. Do we have the resources to help them all? No. Will anything in this paragraph change? No.
