No way that's correct... I remember SPECIFICALLY getting from Non-Kos to Warmly on live in just a few dragons kills my first time in VP. I'm not saying factions perfect, but it was definitely WAY WAY higher than that on live without question
I remember because I got my hammer literally after leaving VP for the first time on Xegony server on my Wizard.
