They are telling you (within your own link) that the ultimate goal is 'gender affirming care' without parental consent

There is no distinction made of the 'Individual's' age and if they regret castrating themselves tough shit

The reality is these procedures are very expensive and The Government is paying for many of them. Planned Parenthood is one of the largest providers of these insane Frankenstein Experiments. $$$$ Grift $$$$
