I think an important question is how long has somebody been homeless, and how old are they?
Let's say alabama currently has 1000 currently-alive homeless people who have been homeless for three decades. Let's say california currently only has 100 currently-alive homeless people, but one dies every day. Which state has the worse homeless problem?
Also I'll reiterate that I haven't heard of any walgreens locking up their icecream freezers in alabama.
