But if you like research and wanted to do some digging, I’ve heard talk of these homeless programs being a money making racket for those administering them, with garbage success rates. Like a serious either incompetence or corruption issue

It's both but they are seriously corrupted. Lots of filled suitcases being tossed around.

The former public works director was arrested in January 2020 for allegedly attempting to bribe an airport commissioner. His case is still pending in federal court.”
