Honestly. You can't move people the way they are now. It would result in just as much carnage and loss of life. Civilization won't fair any better.
The irony being people are not disciplined, selfless enough, or controllable anyways. So how would shoving 500 million ppl into some place like Montana help? Truly good, G-dly, and exceptional people are the exception to the rule.
