This guy (the dead one) was clearly incapable of being responsible and likely refused treatment or bounced around prison a bunch.

That is how the government is at fault. It should be nearly impossible to get out of jail or psychwards once you have fucked up enough to involve needing the police. That includes simply being homeless too. Because not being homeless just requires you to not do street drugs and stay in a fucking shelter.

We definitely need to improve our care of the homeless and the violent (screaming or drug using) homeless definitely need zero privileges or freedom ever again.

The truth is these people are committing suicide. Just because they are endangering others and taking their sweet time with it doesn't make them victims of anything. At best they should have been euthanized when they failed basic in kindergarten.
