I really don't see how it being the moon makes it functionally any different at all from a different continent.
If anything Luclin lore is more closely connected to Antonica/Odus than Velious is connected to the rest of Norrath.

Well, in Verant's defense, they tried making a Norath-focused expansion, with items that didn't disrupt existing content, in-between Luclin and PoP

LoY came out after PoP. I think you could say LDoN also fits the same criteria of being Norrath focused.
