Knuckle, go to your local Korean over priced PC fix-up place and see if they will get you a Windows 7 OEM.
I got it for $5 on a burned disc - Windows xp home edition.
Works like a charm as long as you have the proper product code to put in when you install.
EDIT: But then again, I'm not well versed with windows 7 - I hear there are a lot of stupid administrative rights issues. So I'd be wary.
