You are correct. And you can make certain that if the name of the server is indeed Red99, it will follow the same strict guidelines as p1999 which includes race and class penalties on top of an already brutal exp rate.
edit: can anyone confirm or deny if a players exp penalty affects an entire group still? Or was that ever changed? I believe as it stands right now it is multiplied to the entire group.

Troll -20%
Iksar -20%
Ogre -15%
Barbarian -5%
Halfling +5%
By Class:
Paladin / Shadowknight / Ranger / Bard -40%
Monk -20%
Wizard / Magician / Enchanter / Necromancer -10%
Rogue +9%
Warrior +10%

Not to derail this whole thread, but it's been explained many times how the penalty works on p99. It's NOT multipled to the group.
Experience gained is divided into parts based on the amount of experience you have. Look at it this way:
Group of 4 all with 100,000xp (note: I didnt tell you their level)
Kill a mob worth: 1000xp
They all get 250xp.
The uneven split comes in, because people group with people around their level, a bard at level 20 has 50% more xp than a warrior at 20 (ignoring race to keep the math simple).
Warrior XP: 100,000 = level 20
Bard XP: 150,000 = level 20
When the 1000 xp is split between them, the bard gets more, because his share is calculated based on 150,000 xp.
