Agreed procs are needed on a level but "warrior" and "weapon limitation" aren't in the same galaxy.
I don't know how rare the BotBDE is as a nerfed item but on live they were like tap-dancing unicorns. Rare enough people disregarded them as options and just used other taunt-proc weapons. If every warrior needed one it would be in your starting gear with water and muffins.
I understand the min/maxing but this is a game with disadvantages, broken classes, and sometimes dumb luck. There are options out there...ask the other warriors instead of calling for economic reform.
Note: as people say epics will solve this. You can use a guild and time/luck or pay for MQ items and paid thugs. No drop items also sweeten the pot in Velious.
