Agreed. The term in that context has no merit, and only gets used as a 'clever' form of plausible deniability of using a slur.
Fag is fine used in two situations - in reference to a cigarette (e.g. when borrowing a smoke "Can I bum a fag, mate?"), but even then only for someone who this is an everyday part of their dialect - or in reference to the the 'fagging' social systems established at fancy British public / boarding schools.
For anyone who isn't aware of this - which I suppose may be many readers as the board is US centred - An older boy would take a younger boy under their wing. The older boy providing mentoring services and the younger boy, acted as a servant. This practice doesn't really happen any more and was well on the way out when I was at boarding school myself - it was something covered in sport studies though as schools such as Eton/Harrow were pivotal in the development of sports at turn around of the 19/20th centuries and fagging had an impact on the development of these sports, such as Union Rugby). Note also there was nothing inherently sexual in this context.
