The penalties for losing pvp is lost time.
Corpse recoveries, regaining lost plat, making up for lost xp caused by disruption.
For this reason the most effective pvp strategy is to waste your opponent’s time.
Hang out deep in a dungeon by a zoneline without being flagged role/anon. Opportunistic predators will spend time and even pp arranging transport to your area and trying to move through the dungeon to find you. Once they present them self make a quip, plug at zoneline and do something constructive irl for an hour (a cup of tea and relaxation, householdchores, work on a project. Play an alt if you’re having a but of self time).
You’ll have achieved both on and offline while they only wasted time and effort with no sense of closure or resolution.
Huge psychological pvp win.
