In terms of off the wall theories it's more likely to be a variation of money laundering - a way for his political supporters to financially support him directly in a way he can spend, without all the barriers between his campaign money and personal money.
Basically what he's wanted all this time, but before now could only accomplish by putting up government workers in his own hotels.
If that's the reason, he picked a terrible time to do it though, when his popularity has finally fucking waned.
