It was intentional. It's how things worked on live, and also on Blue they didn't do that, which means the devs had to put in work to make them do it on Green.
I can't read the dev's minds, but I think it's safe to say they wouldn't have added code for (weird) classic behavior if it wasn't part of all the other classic behavior code.
Also, given that they
didn't give Mages a lot of other classic behavior, it'd just be cruel to take that tiny thing from us
