This is based on bonus health, my near BiS rogue needed to be at 46% to zone before I removed all the droppable's after the agro, evade, clickie, and rooting nerfs destroyed the class. If you subtract the bonus hp from your pool and it puts you below 20% hp when zoning you lose buffs.
