It's 100% allowed, and some people actually need to use a VPN to connect to P99, because of some of Rogean's anti-hacker magic.
That being said, VPNs don't change any of the other rules. You can absolutely use a VPN to let you and your daughter play together (I know that's not what you said, I'm just speaking hypothetically) ... but the moment a GM makes you do a two-box test and you can't, it doesn't matter whether you used a VPN or some other method: both you and your "daughter's" account will be banned.
