Karana had the Karana Council of Guilds, which was entirely player driven and not actually enforced by GMs the way P99 UN is. After the trilogy content in question, a guild of people who didn't want to play nicely formed, outcompeted all the soft players, and the entire thing dissolved.

P99 has way more GM involvement in raid competition than live ever would have, but live also had 25+ servers to raid on, so one guild dominating all of the content in one place, wasn't as big of a deal when most serious raiders apped cross server and transferred like little mini LeBrons.
