I was referring to the content of your bug report, not specifically about the title.
Sir Edwin Motte spawns in several places across Norrath, but Rathe Mountains is not currently one of them. This particular spawn point/placeholder cycle is undeveloped and is missing 8 npcs that should have a chance of spawning, Motte included.
