Saying you dont have a budget, ie limit i think you mean is akin to someone who is fit and healthy saying they are not on a "diet". Everyone is on a diet of some sort, diet high in fibre, high in fats but a diet nonetheless.
You too have a "budget", being a fiscal genius your budget is limitless! But still a budget.

Yes I suppose that’s a fair point. Although I think there’s a bit of a difference between the noun budget as compared to the verb budgeting.
