I will help with some anecdotal evidence all over the internet how Flame Lick was the ranger's primary aggro generation tool vs. Snare/Ensnare. Here on P99, I rarely even bother with Flame Lick.... and chain cast a snare instead. These links show a predisposition towards using Flame Lick:

Flame Lick does nowhere near the kind of aggro it did in Live back in the day.
