They were already working on that in 1960! Turns out by surrounding themselves with conductive materials, hardening their electrical systems, and not loitering in the areas of highest activity they would actually obtain more overall exposure from their time spent
outside the belts - here's an interesting pdf that has tons of detail about the dosimeters used, average exposure of each mission, and the rules for what to do in the events of various solar events during the mission(s).
