Because it was designed as an emergency fund for people that are destitute. Not for whiney college bitches that are too busy idling Project 1999 forums and IRC to go get a fucking job to support themselves.
All too often someone is exploiting these programs. I've known people IRL that have done it and it's a disgrace to the people that actually need it. No, you shouldn't be able to buy soda or candy or junk food with food stamps. Why? Because it is supposed to be supporting you until you find a job, not to promote you being a lazy parasite on society.
