At level 20 you get https://wiki.project1999.com/Illusion:_Iksar ... I'm not an Enchanter, but unless the racial faction penalties are too high, wouldn't that let you use Iksar merchants?

And if there are faction penalties, there might be a way to fix them by repeating some low-level quests.
