Drug use is not a criminal issue, its a health issue.
Drug use can be a health issue, it can also cause criminal actions such as theft and assault as a direct result of addiction and intoxication, but not for all users

We have a right to choose not to seek treatment for “health issues” and that includes drug use. So if someone is using drugs to the point where the drug is causing them to become a danger to themselves or the community, and also don’t want any help, then the legal system has to get involved

Nowadays that is in the form of drug courts which offer either treatment or jail, it’s up to the user

That’s about as good as it’s going to get here in America. I know you can point at different EU countries with entirely different cultures that also don’t share a border with the biggest distributer of drugs on planet earth, but sorry, different countries are different

Here in America, the idea that all people can be talked into voluntarily detoxing from their illegal hard drug of choice and going into a rehab program is a fairy tale sort of like the other Marxist utopias you imagine in your own mind
