Nowhere in either of the two links is the word "flu" referred to, so it would be helpful to copy/paste what exactly leads you to that conclusion. Changes in the national approach are based on current rate data which is more imprecise now than from the outset. More changes are to be expected in the coming months and years as the virus mutates.
