yeah i was going off of what it said in the IN-GAME menu. You know when you hit the Alt-whatever command and you can click in to see the duration/refresh rates. In that dialog box it says what i said before. 30 second duration and hour refresh rate is what is listed. The thing that changed from pre-patch to post patch is the cool down time. It made it a longer cool down and it appears it reduced the duration. However, the duration isn't listed as the reduction... it still claims 30 seconds.
So, even if it is working as intended... the dialog box explaining the durations/cool down is inaccurate.
