Congressional investigative committees like this can refer things to the DOJ for criminal investigation, yes. In that case, the DOJ then decides what to do (the Committee cannot order them to pursue charges).
Re: contempt, that's actually the one instance where the DOJ would HAVE to pursue charges. If Congress finds someone in contempt, the DOJ must bring the case to a Grand Jury.
