Does P99 require the 10 people or whatever it was like live did?

Edit: Maybe it might be a neat idea to put instructions for how to make a guild as a sticky at the top of this section? I know a lot of people are thinking it's a bad idea to let everyone know how to make a guild because it would turn into WoW with everyone and their mother having some dumb guild name with 5 or 6 people, but the need for having to also petition in game for it leaves it up to the better judgment of the staff to prevent things like that.
